The organization highlights the immense economic potential of regulating and taxing cannabis sales for adult use, projecting a net benefit ranging between £3.4 billion and £9.5 billion per year, with a median estimate of £6.7 billion.

Why legalization makes financial sense

The report, titled How to Regulate Cannabis in Britain, argues that current prohibition policies have failed to provide adequate control over the multi-billion-pound cannabis market, leaving it to be dominated by organized crime.

According to CLEAR, a legal and regulated cannabis market would allow the government to take responsibility for the industry, while generating significant revenue.

Proposed regulatory model

In its report, CLEAR outlines a detailed framework for cannabis regulation. Some of the key proposals include:

  • Creating an inspectorate as a government agency, staffed with over 2,600 employees across 10 analysis laboratories, 10 bonded warehouses, and 100 local offices.
  • Licensing cannabis retail and wholesale distribution based on the tobacco and alcohol model, ensuring only "fit and proper" individuals or companies can operate in the market.
  • Allowing adults to cultivate up to three cannabis plants under artificial lighting, with an option to grow six plants under natural lighting.

The plan also includes provisions for establishing cannabis cafes and social clubs, where adults can legally purchase and consume cannabis. Additionally, retailers would be held accountable for not supplying cannabis to intoxicated individuals or those underage, similar to the current alcohol regulations.

Tax and revenue projections

The revenue potential for legal cannabis is immense. CLEAR's analysis estimates that taxation and regulation of cannabis could bring in between £3.4 billion and £9.5 billion per year, significantly boosting public finances.

This would not only support public services but also reduce the economic burden on the criminal justice system associated with enforcing prohibition laws.
